Deactivate user account

I'm considering whether the user should be actually deleted or merely deactivated. Anyway, you can just send a deletion request via email for now, so low priority.

Flag work for inappropriate content

The button is already there, but it doesn't do anything at the moment. The logic will be quite complex. Low priority.
